Nate Bolin

Partner ~ K&L Gates

For more than 20 years, Nate Bolin has advised and represented US and global clients on export controls, economic sanctions, trade remedies, customs and tariffs, and related areas of national security and international trade laws. Nate has extensive experience with the trade and national security laws and policies governing advanced and emerging technologies in the aerospace, advanced materials, chemicals, defense, medical, oil and gas, semiconductor, telecommunications, and transportation industries. He also regularly helps clients successfully navigate the complex Committee on Foreign Investment in the United States (CFIUS) process and national security issues involving investments and cross-border transactions.

Mary Burke Baker

Government Affairs Counselor ~ K&L Gates

Mary Burke Baker is a government affairs counselor, where she leads the Tax Policy practice. Mary focuses on federal tax matters affecting domestic and multinational corporations and pass-through entities. Her practice covers tax policy, tax reform, tax regulations and other guidance, tax administration, and technical tax issues.

Mary particularly enjoys working hand-in-hand with clients to fully understand their businesses and technologies to help them achieve their policy goals in order to advance their policy goals in order to advance their business goals.

Marissa N. Cloutier

National Security Policy Advisor ~ K&L Gates

Marissa brings nearly 15 years of national security and trade experience from senior roles in the US government at the US Department of State, US Department of the Air Force, NASA, and US Department of Commerce and at a private defense contractor. Marissaโ€™s background includes drafting and successfully implementing the current official US Department of State export control compliance guidelines and risk assessment criteria for aerospace, defense, and technology companies, resolving complex investigations of export control violations by major US and international defense contractors, and building and auditing trade compliance programs of numerous major multinational corporations and research institutions.

Drawing on this experience, Marissa advises companies on the successful investigation and resolution of suspected violations of US export controls and sanctions, CFIUS, national security laws, negotiation of settlement agreements, and implementing measures to resolve, mitigate, and remediate violations of such laws.

Andrew H. Tabler

Government Affairs Advisor ~ K&L Gates

Andrew Tabler is a government affairs advisor and a member of the Public Policy and Law practice group. Prior to joining the firm, Andrew was a vice president for government affairs, where heย engaged with clients focusing on aerospace, supply chain security, and autonomy. He translated client priorities into executable plans, crafted Congressional and Department of Defense engagement strategies, advised clients with COVID-19 regulatory and relief efforts, and identified and tracked legislation and regulations that impacted client priorities.

Before his private sector experience, Andrew served as Deputy Assistant Secretary of Defense for Senate Affairs in the Department of Defense. He led the Departmentโ€™s advocacy for key defense priorities and programs (especially with regard to the annual National Defense Authorization Act), oversaw the confirmation process for all of the Presidentโ€™s senior defense nominees, and maintained relationships with key members and staff. While responsible for every facet of DoD policy, Andrew specialized in acquisition and emerging technologies like artificial intelligence and 5G.

Andrew served on the House Armed Services Committee staff and is a former US Navy officer.
