For more than 20 years, Nate Bolin has advised and represented US and global clients on export controls, economic sanctions, trade remedies, customs and tariffs, and related areas of national security and international trade laws. Nate has extensive experience with the trade and national security laws and policies governing advanced and emerging technologies in the aerospace, advanced materials, chemicals, defense, medical, oil and gas, semiconductor, telecommunications, and transportation industries. He also regularly helps clients successfully navigate the complex Committee on Foreign Investment in the United States (CFIUS) process and national security issues involving investments and cross-border transactions.

Mary Burke Baker

Mary Burke Baker is a government affairs counselor, where she leads the Tax Policy practice. Mary focuses on federal tax matters affecting domestic and multinational corporations and pass-through entities. Her practice covers tax policy, tax reform, tax regulations and other guidance, tax administration, and technical tax issues.
Mary particularly enjoys working hand-in-hand with clients to fully understand their businesses and technologies to help them achieve their policy goals in order to advance their policy goals in order to advance their business goals.

Finch Fulton
Government Affairs Advisor
Finch Fulton is a government affairs advisor and a member of the Public Policy and Law practice group. Prior to joining the firm, Finch served as Vice President of Policy and Strategy for a Pittsburgh-based autonomous truck company. He led their regulatory, legislative, communications, marketing, and standards development strategies.
Finch was previously deputy assistant secretary for policy, and the nominee to be assistant secretary for transportation policy, at the United States Department of Transportation (USDOT). There, Finch co-led the development of the USDOT’s infrastructure proposal, which set the foundation for the Bipartisan Infrastructure Law, organized and advised on the Department’s discretionary grant programs, and developed the Department’s automated vehicle, drone, and advanced technology policies.

Bart Gordon

Bart Gordon joined the firm as partner in the Washington, D.C. office after 26 years representing the state of Tennessee in the United States House of Representatives. Bart served as Chairman of the House Committee on Science and Technology from 2007 to 2010. He was also a senior member of the House Committee on Energy and Commerce, and served on the House Committee on Financial Services and the House Committee on Rules, Transatlantic Parliamentary Dialogue, and NATO Parliamentary Assembly.
During his distinguished congressional career, Bart developed a reputation as the undisputed bipartisan leader in innovation policy in the US Congress.

Michael W. Evans

Michael Evans is a partner and a member of the Public Policy and Law practice group. He focuses his practice on federal tax, health care, trade, and environmental policy.
Mike is a former Democratic Chief Counsel and Deputy Staff Director for the US Senate Finance Committee, which has jurisdiction over federal tax, trade, and health care matters. He has worked on major federal policy issues, including the Inflation Reduction Act and major tax and spending legislation process, for more than four decades, and he is considered a leading individual on Senate procedure. He has served on the U.S. Senate staff for more than 26 years, including 18 years as chief counsel to two separate Senate committees. Mike also worked in private practice for 15 years, where he represented business, governmental, and nonprofit clients in both law and lobbying matters.
